EIA Report and Project Introduction File

Environmental impact assessment; It covers the studies to be carried out in determining the positive or negative effects of the projects planned to be realized on the environment, determining and evaluating the measures to be taken in order to prevent or minimize the negative effects, determining the chosen location and technological alternatives, and monitoring and controlling the implementation of the projects.

 

In the Environmental Impact Assessment Regulation, facilities with polluting characteristics are separated and listed as Annex-1 and Annex-2. Based on the approval of the Project, the Ministry of Environment and Urbanization makes a "Environmental Impact Assessment Positive" decision for the activities included in the Annex-1 list and "Environmental Impact Assessment is not Required" for the activities included in the Annex-2 list. Since the activities outside these lists are considered out of scope, the permission given is an Opinion.

 

Unless an EIA Positive or EIA Not Required decision is taken for the planned projects, no incentives, approvals, permits or licenses for these projects can be given, investment for the project cannot be started and tenders cannot be made. In case the investment is started without the EIA Permit, a fine of 2% of the Project Investment cost is applied and the activity is stopped until the EIA Permit is obtained.

 

In order for the planned projects to be submitted to the Ministry of Environment and Urbanization, an "Environmental Impact Assessment Report" should be prepared for the facilities included in the Annex-1 list of the EIA Regulation, and a "Project Introduction File" for the facilities included in the Annex-2 list. These reports can only be prepared by organizations that have received a "Certificate of Competence" from the Ministry of Environment and Urbanization.
